Definition: A CIA MK-ULTRA activity in which CIA-funded safe houses in New York and San Francisco were used for unwitting drug administrations and observation.1 Sidney Gottlieb described prostitutes as among the people involved in the West Coast drug milieu; his testimony does not establish the same recruitment method at every site or that all sessions were filmed.2
Overview
Operation Midnight Climax was run by George White, a Federal Bureau of Narcotics agent working as a CIA consultant, under the MK-ULTRA program.3 White operated a short-lived New York arrangement before transferring west and ran the San Francisco safe house; the 1963 Inspector General report records a parallel East Coast arrangement established in 1961, and Gottlieb’s deposition attributes a later New York safe house to Dr. Triechler and another supervisor without dating it.4 Some unwitting drug administrations were observed through one-way mirrors, but the cited testimony does not establish that every session was filmed.5
The 1963 Inspector General recommended terminating unwitting domestic testing; a November 1963 leadership meeting recorded that testing had been held in abeyance and left any continuation decision with the DD/P, with possible referral to the Director.6 John Marks quotes a later letter from White to Gottlieb: “I was a very minor missionary, actually a heretic, but I toiled wholeheartedly in the vineyards because it was fun, fun, fun.”7
Operational Details
- Safe houses: San Francisco; apartment in Greenwich Village, NYC8
- Method: Gottlieb testified that some of White’s informants were prostitutes; unwitting subjects were dosed without consent9
- Documentation: Sessions were observed through one-way mirrors; Gottlieb recalled photographic surveillance, but his testimony does not establish that every session was filmed.10
- Funding: CIA MK-ULTRA budget; White was simultaneously a Federal Bureau of Narcotics (FBN) supervisor11
- Duration: CIA–White relationship ~1953/55–1963; San Francisco safe-house activity about three or four years (Gottlieb, hedged)12
- Oversight: Formally under MK-ULTRA (Sidney Gottlieb, Technical Services Division)13
- Documentation: Gottlieb discussed the Bureau of Narcotics safe houses in 1975 Church Committee testimony
Historical Significance
This page uses Operation Midnight Climax as a documented 1950s CIA precedent for elements that later comparative accounts attribute to the Spence case; the comparison is the page’s framing, not a documented link:
| Element | Midnight Climax | Spence / Franklin scandal |
|---|---|---|
| Safe house | Yes — CIA-operated14 | Reported DC residence (Bryant)15 |
| Recording | What recordings, if any, were made of the observed sessions? | Reported listening devices (Bryant, citing the Washington Times)16 |
| Sexual compromise | Did the drug administrations serve sexual compromise? | Bryant reports allegations of sexual blackmail17 |
| Target profile | Unwitting subjects18 | A former administration official reportedly attended (Bryant)19 |
| Intelligence nexus | CIA direct20 | — |
The program is a documented historical example of CIA drug testing.21 Bryant and Whitney Webb interpret later operations as parallels, but the cited primary records do not establish that Midnight Climax tradecraft was transmitted to Spence or Epstein.
Church Committee Exposure
CIA Director Richard Helms had ordered MK-ULTRA files destroyed in 1973.22 Sidney Gottlieb (MK-ULTRA chief) testified and was immunized.23

Primary-Source Detail from Gottlieb’s 1983 Orlikow Deposition
The May 17, 1983 sworn deposition of Sidney Gottlieb in Mrs. David Orlikow et al. v. United States documents Operation Midnight Climax in primary-source detail.24 Direct primary-source admissions:
- Three safe houses: New York City and San Francisco, of which Gottlieb had personal knowledge, and Marin County, which he “heard about” (work there on the aerosol administration of LSD).25 Gottlieb learned of the Marin work in 1962-63, after the fact, while either out of TSD or back as Research and Development Director.26
- Later NYC safe house (Avenue of the Americas, downtown Manhattan), set up by Triechler: small three-room apartment in a 5-to-8-story building.27 Gottlieb could not say where White’s own New York administrations took place.28 Approximately 4-5 unwitting LSD administrations to White’s “own contacts and informants” before White transferred to the West Coast.29 Reports were informal and oral; asked whether they were committed to writing, Gottlieb answered, “No, as far as I remember.”30
- A second NYC safe house was set up later by Triechler with another supervisor (not White), which operated for “a year or two”; Gottlieb was “not aware of any activity that took place in that.”31
- SF unwitting LSD administration count: Gottlieb “30 or 40” — explicitly contradicting other testimony alleging “more like 200” (“that is a ridiculous figure”).32 All unwitting; no doctor present.33
- Photographic surveillance recalled at SF safe house (“Yes. I have a remembrance of that being true”34); possibly electronic surveillance.35
- No subject-protection instructions: Gottlieb gave White no instructions: “He was only requested to report to us what happened after his LSD administration.”36 Asked what instructions Lashbrook gave White, Gottlieb replied: “I doubt whether he gave him any.”37
- Bureau of Narcotics witting personnel: White, Anslinger, “three other people” — five officials in that answer.38 The other three remain unidentified.
- Records destruction confirmed: White’s San Francisco written reports were “specifically destroyed when the files were destroyed in ’72, ’73.”39 When plaintiff suggested some such documents had turned up since: Gottlieb directly denied — “That is not true.”40
- Characterization: Operation Midnight Climax was “a series of more or less simulated, as far as we were concerned, operational uses” — Gottlieb himself disclaiming the “experiment” framing as “pushing the term quite a bit.”41
- Termination ~1963: Reason: “we knew the answers to what we need to know”.42 Gottlieb did not remember the 1963 IG survey of TSD being directly related to the termination — though that IG Report had recommended termination of unwitting U.S. citizen testing.43
Subjects, Prostitutes, and the Drug Scene
Per the deposition (pp. 410-412), the involvement of prostitutes was a function of the operational MO White was simulating: “the involvement of prostitutes in the West Coast activity had to do with the MO, the modus operandi of this whole drug culture. They came in and out of it that way. I am sure some of his informants were prostitutes, some of his drug buys took place with their involvement…there was not a focus on prostitutes as a generic group of subjects but rather they were involved as they would be in the drug scene.”44

- Who were the three unnamed Bureau of Narcotics officials, beyond White and Anslinger, witting of the CIA-White connection?
- What was the specific aerosol-LSD work conducted at the Marin County safe house, and on whom?
- Did the later NYC safe house set up by Triechler conduct LSD administrations distinct from White’s earlier subjects?
- Did the Church Committee (1975) itself uncover or name Operation Midnight Climax, or only the broader Bureau of Narcotics safe-house liaison arrangement?
- Given the surviving financial records used in the 1975 Gottlieb interview45 and the CIA memorandum’s account of an OTS-records search,46 which surviving White papers or financial records establish how Operation Midnight Climax itself was reconstructed?
- Did the 1975 MK-ULTRA disclosure produce public outcry, and did any criminal prosecutions follow for Operation Midnight Climax?
- Did CIA Director John McCone personally issue a termination order for unwitting domestic testing?
- Do later comparative accounts explicitly attribute Operation Midnight Climax elements to the Epstein case, and on what basis?
- Given Gottlieb’s qualified recollection that the CIA paid for the NYC one-way mirror,47 what payment records establish who funded its installation?
- Given Gottlieb’s recollection of interview-related activity at the SF safe house and his suggestion that Gittinger would know more,48 which CIA officers interviewed prostitutes there, and did White arrange those interviews?
- Given Bryant’s report of sexual blackmail49 and Webb’s quotation of Gittinger on combining drugs with sex acts,50 what primary records establish which sessions were filmed and whether the dosing served sexual compromise as well as drug testing?
- On what basis is the blue-suite operation attributed to Lewis Solon Rosenstiel dated to the same era as Midnight Climax?
- Does the 1983 Gottlieb deposition expand the documented architecture of Operation Midnight Climax beyond the Church Committee record?
- How should Webb’s circa-1955 start for White’s San Francisco work be reconciled with Gottlieb’s recollection of a 1953–54 departure from New York and roughly three or four years of safe-house activity, ending around 1958?51
- Which records establish the precise location of the San Francisco safe house?
- Which property records establish the location and use of the Spence residence and the Epstein properties used in the comparison?
- What primary testimony or exhibits establish the Epstein video-surveillance claim attributed to Virginia Giuffre?
- Which court records establish the specific trafficking findings relevant to the Epstein comparison, and the reported 1999 default judgment against Lawrence King?
- What records distinguish the political, military or financial profiles of guests from a deliberate pattern of targeting at the Spence and Epstein operations?
- Which primary records establish or refute the claimed CIA or Mossad affiliations in the Spence and Epstein comparison?
